Rapid City, (KEVN-TV) Out of nearly 200 jurisdictions in 45 states Pennington County was one of 20 to be selected to receive funding to create a more effective justice system.

The grant is part of the Safety and Justice Challenge of the Catherine T. MacArthur Foundation.
It's a $75–million initiative to reduce over incarceration.

Sheriff Thom said, "The goal is not to make the community unsafe, the goal is to keep the community safe but to invest our dollars wisely, and I think every citizen wants that, so we're not going to open the jail doors and turn a bunch of people loose on the streets, but let's be more objective about you know, how we do it and what are some of the ways we can do it that we haven't thought about."

Pennington County will receive $150,000 and expert counsel to create a plan that will lead to more effective local justice systems.
From the 20 jurisdictions, 10 will be chosen in 2016 to receive a second round of funding between $500,000 and $2 million annually, to implement their plans for reform.
