| The fledgling party challenged a state law that required it to collect at least 250 petition signatures from party members to put its candidate for governor on the ballot last year. It also said a law barring nonresidents from collecting petition signatures was unconstitutional. A federal judge in South Dakota ruled in the state's favor on both counts last summer.
