It would change the status of what are called "meandering waterways" and how the law views standing water on private land. As the law is written now, landowners don't have exclusive rights to waters on their own land that intersect with public roads.

Larry Rhoden says, "And by virtue of the fact that they touch a public right-of-way they become open to the public. And the property owner who owns the land underneath the water loses all control of access to that property."

The bill has passed the House of Representatives and must now move through several Senate committees.
