The South Dakota State Legislature is a step closer to clamping down a bit on teen driver safety.
The Senate Transportation Committee endorsed a bill that would prohibit drivers under the age of 16 from using cell phones while behind the wheel. They also passed a measure that would prohibit people with instructional or restricted permits from using cell phones while they drive. And another would set up a coordinated drivers' education system with statewide standards.Officials say South Dakota has one of the nation's highest rates of fatal crashes among young drivers. And the House State Affairs Committee effectively killed a bill that would prohibit Medicaid expansion in the state by deferring it to the 41st day of the sesson. |
