The South Dakota Department of Corrections says it is looking for an inmate missing from the Rapid City Minimum Unit.   The DOC says 34-year old Phillip Black Bear failed to return to the unit Friday afternoon following a search for work release employment.  Black Bear is a 5'11", 225 lb. Native American male with black hair and brown eyes.  He is serving two concurrent 9 year, 9 month sentences for vehicular homicide out of Mellette County.  Contact law enforcement with information.
