The Pennington County Sheriff's Office says the couple charged in connection with the impounding of 69 horses earlier this month has turned themselves in.   Donald and Terri Harwood are charged with ten counts of inhumane treatment of an animal.  The Sheriff's Office says the Harwoods are currently out on bond and awaiting their next court date.  Inhumane treatment of an animal is punishable by up to one year in jail and a $2,000 fine.  The 69 horses were impounded on January 8th off Elk Vale Road.  The Sheriff's Office says they were able to make arrangements for the adoption of the ten remaining Spanish Mustangs Friday morning.
