State panel approves plan to try to cut prison costs

Lawmakers in Pierre are moving forward with reforms to South Dakota's criminal justice system.   A Senate panel has approved a wide-ranging plan to cut prison costs by treating more non-violent offenders outside of prison walls. The measure, which is supported by Governor Dennis Daugaard, calls for using intensive probation and parole, along with special courts and other programs for drug and alcohol offenders. The bill will now go before the full Senate. Supporters say if nothing is done, South Dakota will have to build a new men's prison and a new women's prison in the next decade.
