Daugaard optimistic about justice system proposals

The South Dakota State Legislature's Joint Appropriations Committee got its briefing Tuesday on proposed changes to the state's criminal justice system. Jim Seward, the governor's legal counsel, says the state could save about $162 million over the next 10 years if the Legislature approves treating more nonviolent offenders outside of prison.

In Rapid City on Monday, Gov. Dennis Daugaard said he's optimistic about getting the plan through.

Daugaard says, "One never knows, because there could be opposition that I don't foresee coming about. But we have so many interested stakeholders that have been participating in the process of developing this legislation. And we have so much evidence to demonstrate that some of the proposals work in other states that I'm pretty confident that people who study it will see it is a good way to go."

The plan would use intensive probation and parole and special courts for drug and alcohol offenders.
