Sen. Larry Rhoden says, "Because we've taken some appropriate steps in year's past to deal with the budget crisis, we positioned ourselves to be in a lot better shape and have the luxury of being a little more flexible in how we deal with those situations." Sen. Jim Bradford says, "In the actual budget, I think it's going to scare people because we do have a little excess money. And they're afraid that if we start doing some things then the economy won't stay. I think the governor has more faith in the economy than a lot of legislators."
