| Rapid City 2013 budget still up in the air |

The council moved the budget to the end of Tuesday night's agenda and ended up continuing that discussion to the next council meeting. The council also failed to override Mayor Sam Kooiker's veto of a property tax increase. The council voted five-to-four in favor of overriding that veto, but city ordinance requires two-thirds to reverse the mayor's decision. The council also approved the first reading of an amendment to the sign code that would allow banners promoting community events and celebrations around Rapid City.
