Now that financial blueprint is available on the city's website as well.  The Mayor's Office says the 2013 budget is $136.7 million dollars down 1.3 percent from last year's budget.  The Mayor's Office also says Kooiker's proposed budget is balanced without the use of reserve funds or property tax increases.  To check out the mayor's 81 page fiscal plan, go to rcgov dot org.
