| PIERRE, S.D. (AP) _ South Dakota's State Emergency Operations Center has opened in Pierre, in preparation for expected widespread spring flooding. Gov. Dennis Daugaard ordered the center opened at 7 a.m. Tuesday. The center houses representatives from state and federal agencies and other groups that help respond to flooding. Daugaard says it helps ensure a coordinated response. Many rivers and streams already are overflowing, and Daugaard says there could be record flooding in some areas.
