| PIERRE, S.D. (AP) _ Tuition and fees at South Dakota's four technical institutes will rise by slightly more than 8 percent next year. The state Board of Education on Monday approved increasing total tuition and fees from $109 per credit hour this year to $118 in the next budget year, which begins in July. Mark Wilson of the state Education Department says a typical student taking 30 credit hours will pay an additional $270 a year. Wilson says part of the increase raises a facility fee to help cover the cost of bond issues that will be used to upgrade laboratories and other facilities at the four campuses. The schools are Southeast Technical Institute in Sioux Falls, Mitchell Technical Institute, Lake Area Technical Institute in Watertown, and Western Dakota Technical Institute in Rapid City.
